      Bernie Kelly
      Bernie Kelly was appointed as CEO at the National Shared Services Office in September 2023. She is a senior leader with over 20 years’ experience in operations and transformational leadership in shared services and finance in Ireland and EMEA. As CEO at the NSSO Bernie leads the provision of shared services of human resources, payroll administration and finance and accounting shared services administration to Government Departments and Public Service Bodies (PSBs) in Ireland. Most recently Bernie held the role of Assistant Secretary for Finance Management Shared Services, having joined the NSSO in 2017. She has held previous senior leadership roles in global multinationals including Cambridge Diagnostics, Nortel Networks, and Avaya.

      Paul Duffy
      Paul Duffy is currently the Deputy Secretary in the Department of Finance, responsible for the delivery of Digital, Security and Finance Shared Services across the Northern Ireland Civil Service. He is the Senior Responsible Owner for the Integr8 Programme, which will transform how Finance, HR and Payroll services are delivered across Central Government, enabled through the introduction of a new integrated, cloud-based Enterprise Resource Planning solution. Paul is a Fellow Chartered and Certified Accountant and is a graduate of the Major Projects Leadership Academy and the Orchestrating Major Projects programme at the Saïd Business School at Oxford University.

      Emer Higgins
      Emer Higgins is the Minister of State for Public Procurement, Digitalisation and eGovernment. She was elected TD for Dublin Mid West in the 2020 General Election, is current Equality Spokesperson for Fine Gael and served as Governor of UCD from 2018 – 2023.

      Tim Wheelhouse
      Tim Wheelhouse leads the development and live operation of HR digital and automation solutions across the UK Department for Environment, Food and Rural Affairs (Defra) and the wider Defra group. He is also a functional sponsor for Payroll & Pensions and Service Enablement for the UK Synergy Shared Services Cluster across four major UK government departments. Tim has worked in the UK civil service's digital, data and technology profession for over twenty years across multiple corporate functions and departments, including the UK Home Office, HM Treasury, the UK Foreign, Commonwealth & Development Office and the UK Ministry of Defence. Tim has delivered several major technology transformation programmes. He recently implemented an HR service hub, 'MyHR,' using ServiceNow for the Defra group. He also implemented new Oracle finance and HR cloud solutions at the FCDO and the Home Office. Tim also previously led on finance technology strategy for the UK central government at HM Treasury. Tim has been an adviser to Northern Ireland Civil Service's Interg8 programme since 2019.

      Ruth Kennedy
      In 2022 Ruth Kennedy was appointed as Revenue Commissioner. Prior to her appointment, Ruth held various senior management positions in Revenue, including Assistant Secretary of Personal Division and Project Manager for PAYE Modernisation. Ruth is a member of the Revenue Board. Six divisions report directly to Commissioner Kennedy, namely Large Corporates Division, High Wealth and Financial Services Division, Medium Enterprises Division, Accountant General's and Strategic Planning Division, Customs Division, and Investigations, Prosecutions and Frontier Management Division. She joined Revenue in 2012 from Accenture where she was a senior manager in the Revenue and Customs Client Service Group.

      Sabahat Khan
      Sabahat “Saab” Khan is a globally astute, goals-driven senior executive with extensive expertise in strategic planning, technology management, product management, financial management, and organisational development.       Barry Lowry
      Barry Lowry is CIO for the Department of Public Expenditure, NDP Delivery and Reform, a position he was appointed to in 2016. He is tasked with delivering the Public Service ICT Strategy. Prior to 2016, he spent almost 35 years in the Northern Ireland Civil Service (NICS) on work ranging from the programming of mainframe computers to operating as a team leader in the design of client server systems. For the five years prior to his appointment, Barry was the director who oversaw the establishment of ICT shared services in NICS. He also operated as the Head of Profession for ICT. In 2011 he was voted the Northern Ireland IT Professional of the Year by his associates.

      Steven Maynard
      Steven Maynard is the Managing Partner for the Government & Public Sector practice of EY Canada and supports clients across federal, provincial and municipal levels, including healthcare, education and human services. Steven is also leader of EY’s global Government Shared Services team from which he has helped establish and improve more than 20 shared services organisations around the world in the development of next-generation capabilities for supply chain, finance, HR and IT functions. In addition to his two decades with EY, Steven has led two large Shared Services organizations both with a multi-national corporation and one of the largest sub-national Governments globally.

      Dearbhail McDonald
      Dearbhail McDonald is an award-winning journalist, author and television documentary maker. A global Eisenhower Fellow, Dearbhail has won a series of awards for her contribution to public affairs journalism including the Outstanding Achievement Award from the UCD Smurfit Business School and the Mary Cummins Award for Women of Outstanding Achievement in Media. President of the Strategy Committee of the Centre Culturel Irlandais in Paris, Ireland’s cultural flagship in Europe, Dearbhail also serves as Secretary of La Fondation Irlandaise. The author of Bust: How the Courts Exposed the Rotten Heart of the Irish Economy (Penguin), Dearbhail has used her platforms to consistently highlight a range of diverse issues affecting women and girls, including workplace equality, gender based violence, the socio-economic impacts of declining birth rates (Fertility Shock, RTE, 2019) and the contribution of women religious in Irish Life (The Last Nuns in Ireland, RTE, 2024). Dearbhail holds an LL.B (Law) from Trinity College Dublin as well as a Master’s Degree in Journalism from Dublin City University.

      John Murphy
      John Murphy is Head of Customer Excellence with the joint venture between the French company Sopra Steria and the NHS, trading as NHS Shared Business Services. The company provides economies of scale efficiencies by providing a broad range of corporate services to 69 NHS trusts and NHS England. He is in the process of transforming the customer support delivered by NHS SBS. His approach is to carefully balance the needs of customer, agents, and the technology development team to deliver a unique experience centre and has a strong focus on customer centric design. John has a deep background in setting up and transforming shared services centres. His most recent projects include Kelda Group (inc. Yorkshire Water) and First Group plc. The achievements to-date have been recognised as finalist in the UK contact centre awards and a shift of 45 points on NPS score and Customer Satisfaction at 95%+.

      Anne-Marie Sherkle
      Anne-Marie Sherkle is the Chief Information Officer of the Department of Education and Youth and the Department of Further and Higher Education, Research, Innovation and Science (DFHERIS), a position she was appointed to in 2024. With over 25 years’ experience leading on digital transformation across both public and private sector organisations in Ireland and internationally, Anne-Marie has been tasked with developing and delivering the ICT Strategy for the education sector. Prior to her appointment as CIO, Anne-Marie held senior management positions within ICT in Education, the Courts Service and Propylon delivering on major change initiatives including leading on the national rollout of online efiling for the Courts Service. A passionate advocate for diversity and inclusion within the field of technology, Anne-Marie actively mentors rising leaders from diverse backgrounds and is very supportive of initiatives encouraging women to pursue technology as a career. She holds an MSc in Information Technology from Trinity College Dublin and is currently pursuing a Doctorate in Governance.

      Richard Smith
      Richard Smith has over 30 years’ experience as a technology professional spanning Medical Engineering, Aerospace, Media and Shared Services. He started his career as an Electronic Engineer before moving into IT as a Software Engineer, and then progressing to lead large Technology functions in complex organisations. Richard has had roles in Aer Lingus, RTÉ and currently is the Chief Information Officer of the National Shared Services Office of the Irish Government. In addition to creating and delivering the NSSO’s ICT Strategy, he is also the technology lead for the delivery of the Irish Government’s Financial Shared Services System which will deliver services to over 49 Public Sector Bodies.

      Marianne Roux
      Marianne Roux has over 30 years’ experience as a Management Consultant, HR Executive, Business School Professor and Board Director. She holds a PhD in Leadership from Swinburne University of Technology in Australia and a Diploma in Corporate Governance from the Corporate Governance Institute. She has worked for PwC, Deloitte, Accenture and Mercer and held HR Director roles in South Africa and Australia. She currently runs Roux Consulting, a leadership and transformation consulting firm focusing on Strategy Facilitation, Senior Leader, Team and Board development and HR and Organisational Transformation. She also teaches at several business schools around the world and is an associate at UCD Smurfit Business School. She is an accomplished Board Director and is currently on the Board of Community Finance Ireland. Marianne has published books on Leadership Fit for the Future of Work, Adaptive HR and Knowing Your Superpowers is the Key to Your Success in a Changing World. She also hosts a podcast series called Breakthrough and is a regular keynote speaker as part of the SheSpeaks agency. She was chosen as one of 52 Inspirational women at work in South Africa in 2004, one of 20 Female Entrepreneurs by Management today in 2011 in Australia and in 2015 she won the excellence in NFP consulting award from the Worldwide Who’s Who.

      Leonard Clinton
      Leonard Clinton is Interim Assistant Chief Financial Officer (ACFO), Finance Shared Services (FSS), HSE. Ten shared service functions report directly to the ACFO FSS. Prior to this appointment, Leonard has worked in various senior management positions during his 23 years in the HSE, including as Head of the HSE Payroll Department and Head of HSE Business Support Services. He has led and overseen significant change initiatives with a particular focus on efficiency and automation.

      Colette Neenan
      Colette Neenan is Acting Head of Finance Shared Service at the National Shared Services Office. Colette joined the NSSO in a senior leadership role in 2018 working on the development and delivery of Financial Management Shared Services for the civil service and successfully led the delivery and support phases for wave one client departments. Colette is a CIMA-qualified accountant with over 20 years of finance operations, business and digital transformation experience in the private sector, gaining extensive experience in finance shared service operations and change management with a strong emphasis on the implementation and maintenance of robust compliance frameworks. With a passion for people development and culture, Colette Chairs the NSSO People First Network, which is responsible for developing and implementing opportunities to enhance engagement across the NSSO. This network enables individuals to make a positive difference to the experience of all staff across the organisation.
